The Armenian Foreign Ministry responded to the latest accusations of the Azerbaijani Foreign Ministry, which earlier reproached the Armenian Prime Minister for distorting the facts in the context of unblocking the communications fixed in the trilateral statement of November 9, 2020.
Foreign Ministry spokeswoman Ani Badalyan's commentary lists the facts of Azerbaijan's violation of the provisions of the trilateral document point by point. Badalyan reminded that the November statement presupposes the presence of Russian peacekeepers in Nagorno-Karabakh and the 5 km wide Lachin corridor. Now there are neither peacekeepers nor corridor, she noted.
The statement envisioned the return of internally displaced persons and refugees to Nagorno-Karabakh and adjacent areas under the control of the UN High Commissioner for Refugees. But Azerbaijan says there is no Nagorno-Karabakh territory, no Nagorno-Karabakh, which essentially means refusal to fulfill the obligations stipulated in the trilateral statement. Not a single Armenian refugee or IDP has so far returned to Nagorno-Karabakh or the surrounding areas.
Further, Badalyan recalls, the November statement provides for the exchange of prisoners, hostages and detainees. However, Armenians taken captive in October and November 2020 are still held in Azerbaijani prisons. Azerbaijan, on the other hand, claims they are not prisoners of war. If not prisoners of war, then hostages or held persons. The tripartite statement refers to any persons held in captivity.
Azerbaijan constantly raises the issue of missing persons. However, Armenia also raises a similar issue, as the Armenian side has about 2,000 missing persons as a result of two wars, and Yerevan is ready to cooperate in this issue, Badalyan noted.
As for the 9th point of the statement, it stipulates that it is Armenia that organizes the transit of people, vehicles and cargoes on its territory, guaranteeing their safety. And this is clearly spelled out in the statement.
“It is clear that Armenia must do this within the framework of its jurisdiction and sovereignty. As for the border service bodies of the Federal Security Service of the Russian Federal Security Service, their physical presence is not envisaged in accordance with paragraph 9,” she added.
Speaking about the unblocking, the spokeswoman said that the government's “Crossroads of Peace” project clearly contains a roadmap for Armenia to fulfill its commitments, within the framework of which Yerevan has conveyed proposals to Baku. Being interested in unblocking all transportation and economic infrastructures in the region, Armenia has offered and proposes to Azerbaijan to start the unblocking process as soon as possible.
Earlier, Pashinyan said during the conference “Crossroads of the World: Uniting Security and Democracy” that he quoted the 9th paragraph of the trilateral statement of November 9, 2020, focusing on the sentence: “control over the transport communication is carried out by the bodies of the Border Service of the Federal Security Service of Russia”. He noted that this means that Russian representatives could be given some monitoring function to see how Armenia fulfills its obligation.
Later, the Azerbaijani Foreign Ministry called the statements of the Armenian Prime Minister an attempt to distort reality and neglect the commitments undertaken within the trilateral document concerning the opening of communications and the form of control over transportation.
