Senator proposes increasing placement quota for "blood relatives"

On the 25th, member of the Kazakhstan Senate (upper house of parliament) Darhan Kedelair told the government that the large influx of illegal labor immigrants would pose a threat to national security.

-There is a need for systematic social research on immigrant populations. Migration is not just a mechanical process of random movement of people. First of all, this is a process of adaptation, a change in social conditions and lifestyles. Therefore, there should be dedicated adaptation centers that provide information, legislation, language and cultural services to migrant workers and immigrants. - said the senator to the Prime Minister of the Government Volegas Bektenov.

At the same time, the senator also proposed increasing the number of placement quotas for "blood relatives".

-Legislation should be made to determine the feasibility of the "ancestorship card" designated by the Ministry of Labor and Social Security. The card should have the same status as the "blood compatriots" issued to the returned Kazakh nationals. The number of placement quotas for "blood relatives" should also be increased. For example, the 285 quotas in Akmola Region and the 200 quotas in Rudny were all distributed in February. Considering that most of our compatriots settled in Mangistau Oblast, we thought it would be better to include the western region together with the southern region in the northern immigration plan. At the same time, the northern region government should set up representative offices in the form of front offices in areas with the greatest population mobility and increase publicity efforts. -He said.

Finally, the senator asked the Prime Minister to consider these issues and take necessary measures.

According to information released by the Ministry of Labor and Social Security, as of April 1, 2024, a total of 4,351 Kazakhs who have lived abroad have returned to their historical motherland and obtained the status of "blood compatriots".

According to statistics, since the beginning of the year, nearly half (51.1%) of the foreign ethnic Kazakhs who immigrated to Kazakhstan are from China, 31.9% are from Uzbekistan, 6.4% are from Turkmenistan, 5.4% are from Mongolia, and 3.7% are from Russia. 1.5% are from other countries.

Returned compatriots are free to choose to settle anywhere in the country.

At the same time, the government has identified the following areas with labor shortages as places to accept "blood compatriots": Akmola, Abai, Kostanai, Pavlodar, East Kazakhstan and North Kazakhstan.

In 2023, the quota for the above areas to admit "blood relatives" is 2,433 people. As of March 1 this year, 1,381 "blood relatives" have chosen to settle in these areas.

"Blood relatives" who settle in the above-mentioned areas will receive state subsidy support, including relocation subsidies and subsidies for rent, water and electricity bills. The relocation subsidy is a one-time financial assistance. The head of household and each member of the family can receive 70 times the monthly index financial assistance (258,400 tenge). Subsidies for rent and water and electricity bills are monthly financial assistance with a term of one year, which can provide 15 to 30 times the monthly index financial assistance (55,300 tenge to 110,700 tenge).
