President of Uzbekistan Shavkat Mirziyoyev held a working meeting, the key topic of which was to increase the efficiency of control over the use of budget allocations. This was reported by the press service of the President of the Republic.
During the meeting, where initiatives to optimize financial control mechanisms were presented, the President noted that negative phenomena in the global economy have a significant impact on the national economy, seriously hampering the processes of formation and increase of financial resources. In these conditions, the rational use of budgetary funds, the priority of economy and financial discipline are of particular importance.
The President raised the topic of efficiency of budget expenditures at a meeting on January 16 this year. Already then the head of state set the task to strengthen financial control, defining the Accounts Chamber as the main responsible body in this area.
Currently, the expenditures of the state budget and trust funds are subjected to external audit, which is 86% of the total amount of budget expenditures. During the meeting there was a proposal to expand the mandate of the Accounting Chamber, giving it the authority to conduct an external audit of the consolidated budget execution. Such a measure will allow to include in the orbit of audits the expenditures of extra-budgetary funds and funds attracted by external debt.
In addition, it is proposed to introduce into the practice of the Accounting Chamber the mechanism of strategic audit, focused on the identification and assessment of potential risks in the implementation of national goals and state programs. Another promising vector of activity of the Accounting Chamber may become the audit of information technologies, aimed at assessing the effectiveness of the use of software in government agencies.
It was reported at the meeting that there are about 30 thousand budgetary organizations and state enterprises in Uzbekistan. Analyzing their activities in the field involves significant time and financial costs. To solve this problem, "Remote Control Center" has been created in the structure of the Accounting Chamber. At the same time, it was noted that in order to improve the efficiency of the Accounting Chamber, it is necessary to improve the methods of risk analysis, taking into account the best international practices.
Special attention was paid to the issues of budgetary process in the regions. In recent years, significant financial resources have been directed to the development of the subjects of the republic. However, local councils, considering the draft budget, as a rule, are limited to discussion of the regional or district budget. As a result, 65-70% of financial resources allocated to the regions from various sources are beyond their control.
The President emphasized that the Chamber of Accounts should take an active part in discussing the formation and implementation of the budget not only in the chambers of the Oliy Majlis, but also in local Kengashes.
