Georgian government expropriates land from owners to build a road to Armenia

The Government of Georgia expropriates land from owners in Marneuli region for the construction of a new highway Rustavi-Sadakhlo, to the border with Armenia.


The corresponding decree of the Minister of Economy was published in the legislative gazette.


The project is financed by the European Investment Bank within the framework of the loan agreement for the East-West road project of international importance.


The new highway, which will run parallel to the existing road, will be four-lane, and its length will be about 30 kilometers, including 11 bridges and crossings. The construction will cost 250 million euros.


From the text of the order it can be concluded that several land owners refused to sell it or did not agree to the proposed price, and now the alienation of plots will be forced. The order refers to Article 19 of the Constitution of Georgia, according to which confiscation of property is allowed in cases of acute public need, subject to full and fair compensation.


The order names three owners of farmlands in Marneuli district, whose lands are needed for the construction of the road: Vano Gomiashvili, Renat Kerimov and Naib Amirov.


The Minister's order can be appealed within a month to the Administrative Affairs Board of the Tbilisi City Court.
