The CIS Council of Heads of State is the highest body of the Commonwealth of Independent States, which includes all first persons of the CIS member states.
It deals with issues of principle, amendments to the CIS charter, and changes in the structure of CIS bodies. Regular meetings of the council are held annually. Decisions are made only if all members of the council take a positive or abstaining position.
Established in the last days of 1991. Actually replaced the State Council of the USSR.
The Council of Heads of State of the Commonwealth of Independent States (CHS) as the supreme body of the Commonwealth discusses and decides any principal issues of the Commonwealth related to the common interests of the member states, as well as considers any issues within the interested member states without prejudice to the interests of other members of the Commonwealth.
The Council of Heads of State of the Commonwealth at its meetings shall also adopt decisions concerning:
the introduction of amendments to the CIS Charter;
creation of new or abolition of existing Commonwealth bodies;
optimization of the CIS structure, improvement of the activities of the CIS bodies;
hearing reports on the activities of CIS bodies
appointing (approving) the heads of the bodies within its competence;
delegating powers to subordinate bodies;
approving regulations on CIS bodies within its competence.
As a rule, there is one regular and one informal meeting of the Council of Heads of State during the year.
The activity of the Council of Heads of State and the Council of Heads of Government is regulated by the Agreement on the Establishment of the Commonwealth of Independent States of December 8, 1991, the Charter of the Commonwealth of January 22, 1993, documents adopted in their development, as well as the Rules of Procedure of the Council of Heads of State, the Council of Heads of Government, the Council of Foreign Ministers and the Economic Council of the Commonwealth of Independent States, approved by the Decision of the Council of Heads of State of October 9, 2009.
Decisions of the Council of Heads of State and the Council of Heads of Government are adopted by consensus. Any State may declare its disinterest in a particular issue, which should not be regarded as an obstacle to the adoption of a decision.
The main legal basis for inter-State relations within the Commonwealth are multilateral and bilateral agreements in various areas of relations between States.
Chairmanship in the bodies of the Commonwealth of Independent States is exercised in accordance with the Regulations on the Chairmanship in the Commonwealth of Independent States, approved by the decision of the Council of Heads of State of the Commonwealth of October 10, 2008.

The meeting of the Council of Heads of Government of the member states of the Commonwealth of Independent States in the enlarged composition was held under the aegis of the Russian presidency in the Commonwealth in 2024. The issues of trade and economic cooperation within the CIS, including the expansion of cooperation in energy, transportation infrastructure, industry and other areas of mutual interest were considered.

Dear colleagues!
First of all, I would like to sincerely thank the Turkmen side for the warm welcome, traditional hospitality and excellent organization of our meeting in spring Ashgabat.
At the summit in Bishkek last October, Russian President Vladimir Vladimirovich Putin noted that the Commonwealth remains a reliable, popular and effective format of interaction between the states of our macro-region.
We frankly exchange views on all issues on the agenda, which contributes to strengthening and expanding practical cooperation, launching new innovative and useful for citizens and businesses projects. This is of particular importance in the context of the transformation of the world economy based on the principles of multipolarity and the rapid digitalization of trade and economic processes.
This year Russia is chairing the CIS. As one of our priorities, we have identified the implementation of the action plan for the first stage of the Commonwealth's Economic Development Strategy, which runs until the end of this decade.
Trade turnover in the CIS has increased by more than two thirds over the past four years. Of this, 6% is due to the fulfillment of the decisions envisaged by the action plan. This gave an additional 7% to the growth of mutual trade in services.
The implementation of the plan has also ensured an increase in accumulated foreign direct investments by 2%.
We will continue to deepen cooperation in various sectors in the long term.
The Agreement on Free Trade in Services and Investment signed last summer in Sochi will give a serious impetus to this. Early next month - June 5 - it will come into force for Belarus, Kyrgyzstan and Tajikistan.
In Russia, the ratification process is at the finish line. We expect that other countries will soon complete the necessary domestic procedures.
The agreement will create favorable conditions for doing business in the territory of the Commonwealth. Formation, which is very important, of transparent and clear rules for business and consumers.
We consider the development of humanitarian ties as another priority.
Our countries have a rich heritage and distinctive culture. We cherish the preservation of our common history, traditions, spiritual and moral values. All this is the basis of our dialog. And most importantly, our brotherly peoples are always interested in strengthening such interaction and launching new joint projects.
We thank our CIS partners for their active participation in international events held in Russia.
For example, the Festival of Russian Theaters was held in St. Petersburg in April with great success. It was dedicated to the 225th anniversary of the birth of the great Russian poet Alexander Pushkin. The program included performances by Russian theaters of Armenia, Azerbaijan, Belarus, Kazakhstan, Kazakhstan, Tajikistan and Uzbekistan.
As part of the Russian presidency this year, we expect guests at the Festival of Culture and Arts of the Peoples of the CIS Member States. It will be held for the first time. And, I am sure, it will be a bright and memorable event, which is planned to be timed to coincide with the meeting of the Council for Cultural Cooperation.
We will be glad to meet again in Moscow - at the International Museum Festival and the Third International Cultural Children's Forum. And of course, I invite the official delegations of the CIS countries' agencies to take part in the Forum of United Cultures in our Northern Capital, St. Petersburg, in the fall.
Today we have a rich agenda. It includes issues of strengthening cooperation in the energy sector, the development of transportation and logistics corridors, the chemical industry, the environment, and the protection of intellectual property.
I am convinced that our joint work will contribute to sustainable growth of the economies of the Commonwealth states and, most importantly, to the well-being of our citizens.
Russian President Vladimir Putin invited Azerbaijani President Ilham Aliyev to the meeting of the CIS Council of Heads of State in Moscow and to the meeting within the BRICS summit in Kazan.
“In October we will be glad to see Ilham Heydarovich at the meeting of the CIS Council of Heads of State in Moscow, as well as at the meeting in the Outreach format, which will be held within the BRICS summit in Kazan in October this year,” Putin said after the Russian-Azerbaijani talks.
