Azerbaijan's Ambassador to Russia Polad Bulbuloglu said in an interview with Russia's TASS agency that the Russian Federation has expressed its desire to open a consulate general in Nagorno-Karabakh.
“The head of the Federation Council Committee on International Affairs Grigory Karasin said earlier that preparations for the opening of the Russian consulate general in Khankendi (as the Armenian Stepanakert is persistently called in Azerbaijan - ed.) will begin soon. Is there any understanding when the Russian general consulate will appear in Karabakh?“,” a TASS correspondent asked him.
“The Russian Federation has expressed a desire to open a consulate because we have two consulates-general in Russia - in Yekaterinburg and St. Petersburg. Given the size of Russia and the number of Azerbaijanis in your country, this is natural. But in Azerbaijan itself the field for the work of consulates is more limited. But nevertheless, work in this direction is underway, various options are proposed. This issue is under discussion,” TASS quoted Bulbuloglu as saying.
Later, the Azerbaijani ambassador said in an interview with Azerbaijani agency haqqin.az that the Russian news agency TASS “distorted” his words in the context of opening of Russian general consulates in Azerbaijan.
“I did not say that a Russian consulate general may appear in Karabakh. I said that this issue is under discussion,” he said.
What is the difference between the essentially identical phrases “may appear” and “is under discussion” remains a mystery behind seven seals.
