The State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan was established in 2012 by the Decree of President Ilham Aliyev during an important period of institutional reforms in public administration in Azerbaijan. Azerbaijan launched the "ASAN service" which is an advanced one-stop model for the provision of citizen-centered services entrusted with the mission of providing and optimizing public services. Over the past ten years, the model has undergone significant development and today allows citizens to use more than 400 services in one place.
The "ASAN service" collects services in one place, eliminating the need for citizens to visit several institutions, and reducing both travel time and related carbon emissions.
Azernews reports, citing Azertag that this was told by Ulvi Mehdiyev, Chairman of the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan, who spoke at the "Forum of Ministers on Green Advanced Management" organized by the "ASAN service".
According to him, the distinguishing feature of the "ASAN service" is its focus on citizen satisfaction and trust in the public sector. As a result of this, today the satisfaction level of citizens with the "ASAN service" is 99.8 percent.
"Against the background of these achievements in the field of public services, "ASAN service" is a two-time laureate of the prestigious awards of the United Nations. The "ASAN service" expands horizons by integrating innovative solutions, the most important of which is our digital document management system that we use in green life our daily operations. This, in turn, enabled us to move to a paperless government and develop efforts to promote environmental protection through a series of projects such as Green EASY, realizing its importance in environmental protection we also encourage the active participation of young people. As a result of our dedicated work with our volunteers, we have successfully recycled more than 2,200 tons of paper and saved more than 37,400 trees We have organized many tree planting and cleaning campaigns.
However, our efforts also translate into an active exchange of experience globally. Since its establishment, the State Agency has signed more than 20 memoranda of understanding with the countries of the world, preferring active institutional cooperation and meaningful experience exchange," U. According to the head of the agency, combating global challenges such as climate change and achieving excellence in public services can only be realized by learning from each other's successes and experiences: "Then the question we must ask is: how effectively can public institutions support global efforts to achieve sustainable development goals?" How can they catalyze? The real impact begins when government institutions engage deeply with society and gain its trust. Indeed, every positive change we discuss in international forums ultimately comes from the actions and awareness of individual citizens At the same time, we lead by example with our green energy ambitions to provide a safe environment for all. "ASAN service" centers have become popular centers in Azerbaijan, attracting more than one million citizens every month. This, in turn, makes "ASAN xidmət" a platform for increasing public awareness of initiatives such as the Solar Energy Project and strengthening the mindset among citizens aimed at adopting and implementing green solutions in their homes or offices.
As we conclude this year's forum, we should also consider organizing a follow-up to the "Ministerial Forum on Green Advanced Governance". Brazil will host COP30 next year and we are delighted to have our Brazilian colleagues here today.
