A Common Security Vision for Central Asia

Public security reflects the state of protection of life, health and well-being of citizens, spiritual and moral values of Kazakhstan society and social security system from real and potential threats to the integrity of society and its stability.


Threats to public security, expressed in a decline in the level of law and order, including an increase in crime, create significant obstacles to the stable development of the state, increase economic uncertainty, hinder long-term investment and undermine the principle of the rule of law.


That is why the National Security Strategy of the Republic of Kazakhstan for 2021-2025 places the security of citizens, society and the state at the top of the list, including the issues of improving the effectiveness of law enforcement agencies and the judicial system, and protecting the population from all types of offenses.


The current stage of socio-economic development of the country requires the transformation of the current mechanism of interaction between the subjects of prevention of offenses, taking into account the potential risks to public safety, expressed in the possibility of causing damage to the rights and freedoms of man and citizen, material and spiritual values of society.


In this regard, the present Concept is aimed at building an integral system of prevention of offenses on the basis of the joint responsibility of all its subjects and the establishment of a constructive partnership with the population.


The implementation of the Concept will contribute to the achievement of the following national priorities and strategic objectives:


Improvement of the legal foundations of the state, aimed at the effective realization of the citizen's rights and freedoms, ensuring the rule of law in all spheres of life, mutual responsibility of the individual and the state;


transition from a force model of police work to a service model of interaction between law enforcement agencies and citizens in order to build a safe and legal society;


building a “people-centered” model of public administration - “People First”.


CONCEPT of National Security of the Kyrgyz Republic


Introduction: Ensuring national security is the most important process for the protection of Kyrgyz statehood, preservation of the national identity of the people, further sustainable, comprehensive and progressive development of Kyrgyzstan, as well as maintaining an adequate level of security and stability in the region.


The effectiveness, quality and, in general, viability of the system of ensuring national security are based on officially recognized views on the role and place of the Kyrgyz Republic in the world, its national values, interests and goals, ways and means of confronting external and internal real and potential dangers and threats, taking into account the changes that have occurred in the country, the region and the world.


The transformation of challenges and threats requires constant analysis of the relevance of the National Security Concept and the plans, doctrines and strategies developed on its basis.


Measures to prevent challenges and threats to national security can and should be supplemented by making appropriate amendments and additions to the plans, strategies and doctrines developed for the implementation of this Concept. With such an approach, the implementation of the Concept will maximally contribute to the preservation of society, the development of human potential, the improvement of the quality of life and well-being of citizens, the strengthening of the country's defense capability, the unity and cohesion of society, the achievement of national development goals, the enhancement of competitiveness and international prestige.


The worldwide processes of information globalization dictate not only the need for the widespread introduction of ICTs in the economy and spheres of life of countries, but also the conditions for ensuring the security of information systems. Uzbekistan was one of the first countries in Central Asia to join the international security system in the sphere of information and communication technologies.


In order to fulfill the assigned tasks of ensuring information security, the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan carries out the following activities:


implementation of state policy and strategic priorities to create conditions for the improvement and further development of information security systems in data transmission networks, telecommunications networks, television and radio broadcasting and information systems;


organization of work and participation in the development of legislative and regulatory acts on information security issues;


carrying out expert examinations of projects on creation of data transmission networks for compliance with the requirements of in-depth protection of information resources and ensuring information security;


organization of regulation of activities of telecommunications enterprises, operators and providers of data transmission networks in the field of information protection and information security;


organization of scientific and marketing research works, development of standards and other normative documents, monitoring of normative documents on ensuring information security;


improving the system for ensuring information security in telecommunications networks, television and radio broadcasting and information systems;


development of unified conditions and requirements for the creation, implementation and use of information security facilities;


systematic study of advanced foreign experience in the field of information protection and information security and its accelerated implementation on data transmission networks;


development and implementation of measures to ensure information security, introduction of modern technologies for protection of telecommunication networks, information networks and information resources, including information security in telecommunication networks, television and radio broadcasting and information systems, as well as further development of technical infrastructure for protection of information resources;


realization of organizational and technical conditions on data transmission networks of the Republic of Uzbekistan for solving information security tasks.


Information Security Center under the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan.


The main objective of this institution is to ensure information security of complexes of information systems, resources and databases of the “Electronic Government” system, as well as to assist in the development and implementation of information security policy of relevant systems and resources of state bodies.


The employees of this center are engaged in collection, analysis and accumulation of data on modern threats to information security, development of recommendations and proposals for effective adoption of organizational and software and hardware solutions aimed at preventing acts of illegal penetration into information systems, resources and databases of the “E-Government” system.


One of the activities of the Information Security Center is the development of proposals to improve the regulatory and legal framework in the field of ensuring information security of the E-Government system, as well as the national segment of the Internet.
